The Republic of Moldova has received financing from the World Bank toward the cost of the Modernization of Government Services Project and intends to apply part of the proceeds for consulting services.
The purpose of this assignment is to develop the capacity of selected institutions to efficiently implement digital transformation programs and projects. Specifically, the activities envisaged hereto are aimed to help implementation of e-services for business registration, civil status events registration and granting social benefits to citizens.
The e-Governance Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Firms shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (required qualifications and experience of the firm, but not individual experts’ bio data).
The Consultant should be a firm with experience in the field of the proposed assignment, which shall have:
At least 5 years of professional experience in the areas offering professional training services;
Proven ability and demonstrated successful experience in providing minimum 3 (three) similar programs – in the last 3 years;
Proven ability in conducting training activities, coaching in the areas of Agile project management.
Experience in developing training programs for governmental organizations would be an asset.
The Expression of Interest shall clearly state the name of the Consultant (either individual Firm, Joint Venture or sub consultancy) and be signed by an authorized representative. Information regarding the projects implemented, shall include: time frame, assignment name, tasks performed/deliverables, Client, the role of the firm (main Consultant/Partner in JV/sub-consultant), approximate contract value, etc.).
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a Joint Venture or a sub-consultancy to enhance their qualifications. In the case of a Joint Venture partnership, the first experience requirement must be met by the JV leader, while other requirements can be met cumulatively by all JV partners.
A Consultant will be selected in accordance with the CQS method (selection based on the Consultants’ qualifications) set out in the Consultant Guidelines.
