Tetra Tech is the implementer of the Moldova Energy Security Activity (MESA) which is a 4-year project funded by the United States Agency for International Development. The objective of the Moldova Energy Security Activity (MESA) is to strengthen Moldova’s energy security by: (1) advancing physical and market integration of the Moldovan energy sector with Europe; 

(2) increasing renewable energy integration; and (3) increasing investment in energy efficiency and domestic power generation, particularly through increased adoption of renewable energy technologies. 

Until November 11, 2019, the incineration and co-incineration of waste from any source was prohibited in the Republic of Moldova, except for medical waste. The 2019 revision to Article 17 ‘Incineration and co-incineration of waste’, of the Law on Wastes (2016) , has created greater opportunity for waste to energy (WTE) production in the country. However, there is limited information on the morphological composition of municipal solid waste (MSW), which is needed to understand the available WTE opportunities.    

MESA is interested in conducting a study on the morphological composition of municipal solid waste that will form the basis for determining the country’s prospects for WTE production. The waste characterization study will cover two of eight possible Waste Management Regions (WMRs). The WMRs are defined in the Waste Management Strategy of the Republic of Moldova for 2013-2027 period . MESA plans to complete the study in the following regions: 

  • WMR 4 (Chisinau municipality and Straseni, Hincesti, Ialoveni, Criuleni, Anenii Noi, Cocieri districts) and; 
  • WMR 7 (Balti municipality and Glodeni, Falesti, Singerei, Floresti, Soroca, Drochia, Riscani districts). 

Tetra Tech ES, Inc. is seeking proposals from qualified international and national companies and organizations (i.e., Joint Venture/Consortium/Association) to conduct a comprehensive assessment of the morphological composition of the municipal solid waste of Moldova’s WMRs 4 and 7 and to prepare an assessment of the country’s potential for WTE production, including the analysis and selection of the most promising commercial technologies, cost assessment, and preparation of detailed terms of reference (TOR) for procurement.
