announces a competition for the selection of an Education Expert
Activity within the project " Carbon Binding Blue Black Sea" BSB00020 – BlueC, co-financed by the European Union within the Interreg NEXT Program Black Sea Basin.
Under the guidance of Ecological Counseling Center Cahul, Education Expert will provide services in accordance with the Terms of Reference.
Qualifications and skills required:
- University studies relevant to the request, including a PhD diploma;
- Professional experience in the field, at least 5 years;
- Experience gained in the implementation of other similar projects at international level;
- Professional skills of teamwork;
- Knowledge of English language level C1.

Ecological Counseling Center Cahul, announces the competition through a request for offers for the selection of an Education Expert, an activity within the project " Carbon Binding Blue Black Sea”.
Project description:
Seagrass meadows are part of the coastal "blue carbon" ecosystems that serve as a sink for organic carbon, sequestering it in their biomass and sediments. However, they have been in decline at a global scale throughout the 20 century and at increasing rates since the 1990s due to coastal development, water quality deterioration and eutrophication, as well as climate change. They are exposed to direct physical effect by illegal trawling, and indirectly by the sedimentation resulting from harbour and breakwater construction, boat anchorage or soil erosion. Furthermore, potential effects of the global climate change such as sea water temperature increases, carbon dioxide level increases, reduction of pH levels and acidification, impacts the photosynthesis of meadows, hence affects reproduction and development.
General objective:
The vegetated habitats such as seagrasses of seas form earth’s blue carbon sinks and account for more than 50% of all carbon storage in ocean sediments. This action aims at preservation of seagrasses via blue carbon management tools to ensure that they are protected, their degradation is prevented, and they are allowed to be maintained in a satisfactory state of conservation, in line with the Strategic Action Plan for the Environmental Protection and Rehabilitation of the Black Sea..
Period for performing the services: 29 months, starting with November 2024.
Tasks:
The expert will perform the following tasks:
- Development of the Educational Program, creation of a curriculum adapted to the needs of the participants.- Elaboration of the Training Plan, definition of learning objectives and teaching methods.- Creation of Didactic Content, development of modules, guides and complementary educational resources.- Preparation of OER Courses, design and delivery of Open Educational Resources, integrated in the BlueC platform.- Organization of Courses for Trainers, planning and conducting training sessions for trainers.- Organization and coordination of the Networking Event, to facilitate connections between professionals in the field.- Dissemination of information, dissemination of knowledge and good practices to the public.- Organization of press conferences, preparation of documents for public broadcasting.- Editing and publishing reports, providing opinions and specialized knowledge- Work together with the project team in order to implement the activities and tasks established.

Expected results:
The selected expert will provide the requested services according to the conditions requested by the Ecological Counseling Center Cahul, in this document and based on the contract signed between the parties (the selected expert and ECC Cahul).

- The financial offer will be presented in Euros, a total amount for 29 months from November 2024.

Evaluation criteria:
The price indicated in the offer is final and cannot be adjusted after the deadline for submitting offers. The selection of offers will be made on the principle of the lowest price offered according to the requested tasks.

Payment will be made by bank transfer in MDL in accordance with the service contract.
