Tetra Tech ES, Inc. (Tetra Tech) is seeking a quotation for a qualified vendor to provide video services under the Moldova Energy Security Activity (MESA) project funded by the United States Agency for International Development (USAID).
Details are provided in the Scope of Work (SOW) specified in the Attachment A – Scope of Work
Submission Deadline: All quotations are due on the date and time listed above

The vendor must be registered to conduct business in Moldova. Proof of in-country registration is required – please send with quotation.
All responses must be in English. Offerors must submit the following to be considered responsive and eligible for award:
Detailed Cost Budget
Offeror shall complete a detailed cost budget in order to allow Tetra Tech ES, Inc. to compare all quotes and make a competitive selection. The budget should be provided in Excel format with unlocked cells and formula. The offer must contain detailed cost in MDL. Please submit your offer by quoting the unit costs in MDL as shown in the following table:

The project will first evaluate quotations for compliance with the mandatory requirements of this RFQ. Quotations that do not contain all requested documents and do not meet the requirements of this RFQ will not be considered.

All questions or clarifications regarding this RFQ must be in writing and submitted, in English to MESABIDS@tetratech.com no later than December 20, 2023 at 5:00pm Chisinau Time.
Questions and requests for clarification, and the responses thereto, will be circulated to all RFQ recipients. Only written answers from Tetra Tech will be considered official and carry weight in the RFQ process and subsequent evaluation. Any answers received outside the official channel, whether received verbally or in writing, from employees or representatives of Tetra Tech, or any other party, will not be considered official responses regarding this RFQ.
Best offer quotations are requested. It is anticipated that a subcontract will be awarded solely on the basis of the original offers received. However, Tetra Tech reserves the right to conduct discussions, negotiations and/or request clarifications prior to awarding a subcontract. Furthermore, Tetra Tech reserves the right to conduct a competitive range and to limit the number of offerors in the competitive range to permit an efficient evaluation environment among the most highly-rated proposals. Highest-rated offerors, as determined by the evaluation committee, may be asked to submit their best prices during a competitive range.
Tetra Tech Inc. reserves the right to issue multiple awards. Tetra Tech Inc. also reserves the right to issue no awards.
ATTACHMENT A – SCOPE OF WORK
SCOPE OF WORK: Video Services
PERIOD OF PERFORMANCE: January 2024 – March 2026
PLACE OF PERFORMANCE: Chisinau, Moldova
Scope of work:
Tetra Tech is the implementer of the Moldova Energy Security Activity (MESA) which is a 4-year project funded by the United States Agency for International Development. The objective of the Moldova Energy Security Activity (MESA) is to strengthen Moldova’s energy security by: (1) advancing physical and market integration of the Moldovan energy sector with Europe; (2) increasing renewable energy integration; and (3) increasing investment in energy efficiency and domestic power generation, particularly through increased adoption of renewable energy technologies.
In this context, Tetra Tech is seeking for one or several qualified companies to provide video production services for communication purposes to promote the activities implemented under the USAID Moldova Energy Security Activity.
Tasks:
- Elaboration and coordination with the Tetra Tech team of production concepts and scenarios.
- Providing research and copywriting services for videos.
- Shooting and interviewing participants at the location both in Chisinau and other localities.
- Managing post-production including editing, voiceover or subtitles, music selection, etc.
- Editing and adjusting the video based on the subsequent suggestions provided by the Tetra Tech team.
- Subtitling of materials in Romanian and English languages.
