The German Development Cooperation through GIZ within its project “Strengthen the Rule of Law and Anti-Corruption Mechanisms in the Republic of Moldova” is looking to contract a professional company/organization to support the National Integrity Authority (NIA) and Integrity Council (IC) in reviewing and developing relevant Standard Operations Procedures (SOPs) and internal regulations.
The scope of work for this assignment is:
to develop relevant Standard Operations Procedures (SOPs) for the activity of the NIA integrity inspectors, including:
1) Review and adjust the Methodology on fulfilling the verification and control of assets and personal interests and on the observance of the legal requirements on conflicts of interest, incompatibilities, restrictions and limitations for the chapters related to the verification of the personal interests declaration; control of personal interests; control of conflicts of interest; control of incompatibilities; and control of restrictions and limitations.
2) Develop relevant Standard Operations Procedures (SOPs) for the activity of the NIA integrity inspectors, including but not limited to:
- SOP on assets and personal interests declaration verification (1);
- SOP on the control of assets and of personal interests (2);
- SOP on the control of conflicts of interest (3);
- SOP on the control of incompatibilities (4)
- SOP on the control of restrictions and limitations (5);
- SOP and standard formula/ equation for calculating the substantial difference between the income gained during the exercise of a mandate, public function or office and the assets acquired (6)
3) Develop a regulation on the evaluation of the activity of integrity inspectors;
All activities shall be conducted according to the Terms of Reference (ToR).

Interested companies shall submit the following set of documents:
- Technical offer (in a separate sealed envelope), containing:
- Organisation’s overview;
- Description of the methodology/approach used in fulfilling the scope, description of the activities and implementation schedule;
- CVs of the team proposed;
- Copy of the company’s registration certificate in the Republic of Moldova, any available licenses, permits, professional qualification certificates relevant for the assignment;
- Company bank data, including bank name, code, and IBAN in MDL;
- Copy of the latest financial report.
- Financial offer (in a separate sealed envelope), containing the overall gross amount for the realization of each activity / deliverable, as well as a total budget expressed in MDL, VAT exclusive. Only costs listed in the financial offer can be reimbursed.
Bids evaluation will be performed based on the ratio 70% for the technical offer (including company or CSO / expert’s experience, capacity to perform as required, correspondence of the technical offer to the conditions set in the TOR) and 30% for the financial offer.
Applications shall be delivered in sealed envelopes, showing the tender number and subject on it (83413288), to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9th floor, Chișinău,) not later than August 5, 2022 time 15:00.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than MDL (Moldovan Lei) will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
