Management Systems International (MSI) seeks price quotations from qualified vendors for the provision of payroll accounting services for 11 project staff in Moldova, as detailed in the Specifications provided herein. |
To be considered for award, offerors must respond to all the requirements of this Solicitation, including those which must be provided through MSI’s online procurement system, GRUMP.
Offerors are advised to review this document and the information provided on MSI GRUMP, particularly the following sections, which are required for successful submission of proposals.
- Prerequisites: All offerors interested in submitting proposals in response to this RFQ must review and accept the requirements listed in the “Prerequisites” section of this business opportunity in MSI GRUMP.
- Submission: Please upload your detailed price quotation on company letterhead via the “Submission” section of this opportunity in MSI GRUMP.
- Items: After uploading your quotation in the “Submission” section, please enter the details of your quotation in the “Items” section.
Offerors unable to use MSI GRUMP may submit via email or hard copy to matt.brummond@msi-inc.com by completing Section IV of this document and including as a part of your quotation.
MSI intends to award a Firm Fixed-Price Purchase Order as a result of this RFQ, though other contract types may be employed if required.
MSI will make an award decision on the basis of the lowest-priced of the technically acceptable (meets or exceeds the stated technical specifications) quotations received.
The following conditions, guidelines and notices are included to assist you in preparing a competent proposal. All of them should be reflected in your submission.
Please address all requirements in the RFQ in your price quotation. Quotes must be inclusive of all costs. The only circumstance under which MSI will accept any price changes from what is included in the Offeror’s quotation or will accept additional charges beyond what is included in the proposal, is if MSI modifies the requirements in writing to all prospective offerors.
All proposed prices and delivery dates shall be valid for a period of ninety (90) days following the date of submission, unless otherwise clearly specified by Offeror.
The USAID authorized geographic code for the procurement of goods and services under MSI’s contract is 935 (any area or country including Moldova,
but excluding foreign policy-restricted countries). A current list of eligible countries and further information on Source and Nationality may be found at www.usaid.gov/ads/policy/300/310.
Offerors must agree that no services will be rendered through a service provider in any foreign policy restricted country or any designated “prohibited source”. To be considered for award, offerors must complete the “Registration Status” certification included in the “Prerequisites” section of this business opportunity in MSI GRUMP or complete Section IV – Source Nationality Certification of this document.
- Covered foreign country means The People’s Republic of China.
- Covered telecommunications equipment or services means equipment produced or services provided by the following companies or their subsidiaries/affiliates: Huawei Technologies Company, ZTE Corporation, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company. Also included in this definition are telecommunications or video surveillance equipment or services produced or provided by an entity reasonably believed to be owned or controlled by, or otherwise connected to, the government of a covered foreign country.
- Reporting requirement. In the event the subcontractor identifies covered telecommunications equipment or services during subcontract performance, or the Contractor is notified of such by a subcontractor at any tier or by any other source, the Contractor shall inform MSI within one business day from the date of such identification or notification and await further instruction.
All equipment proposed in response to this RFQ must consist entirely of new components.
MSI reserves the right to modify by written notice the terms of this RFQ at any time in its sole discretion. MSI also reserves the right to withdraw this RFQ at any time—with or without statement of cause—prior to actual award.
MSI reserves the right to issue more than one award. MSI also reserves the right to make an award on any item for a quantity less than the quantity proposed, at the unit prices proposed, unless the Offeror specifies otherwise in the proposal.
MSI may reject any or all offers or not award a contract under this RFQ if such action is in the best interests of MSI, its Client, or the Host Country. MSI may also waive informalities and minor irregularities in offers received, should such actions be in the best interest of MSI, its Client, or the Host Country.
Any questions or clarifications must be submitted via the Q&A Board in MSI GRUMP, by the due date for questions/clarifications listed in the Summary menu tab. Responses to questions received shall be shared with all interested parties via the Q&A Board forum.

- SPECIFICATIONS
Statement of Work:
- Register the Employee with local tax authorities and social & health system. (1) the National Bureau of Statistics; (2) the National Social Security Agency, and (3) the Tax authority
- Monthly payroll preparation for 11 long-term employees, including calculating withholding amounts for mandatory social & health contributions, income taxes and any other taxes.
- Preparation and submission of all statutory returns for payroll.
- Preparation of monthly payroll reports including production of payslips.
- Administer local benefits for the Employee including the paid annual, sick and any other leave according to Moldovan employment law and MSI’s written instruction.
- Comply with all applicable statutes, laws or regulations concerning the employment of the Employee.
- Calculate and administer leave allowances for full-time and part-time staff.
- Calculate separation benefits such as final leave payout, severance payment, etc.
Cost submission
Offerors will provide costing information inclusive of all fees, and exclusive of VAT. Costing should reflect both any periodic service fee (ex. monthly fee) and any administrative fees for any application of additional services requested.
Offerors are requested to use a format similar to the illustrative table below when submitting their cost information. The table may be adjusted as needed to reflect proposed costs.

Source, Nationality, and Availability for Purchase
Offerors are required to submit information regarding the nationality of the firm for both commodities and services (Section A). In addition, for commodity solicitations, the Offeror is required to also provide Source information regarding the commodities required in the solicitation and confirm that they have the commodities available for sale at the time of purchase (Section B).
