This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on July 28, 2017.
The Republic of Moldova has receivedfinancing from the World Bank toward the cost of the Modernization of Government Services Project and intends to apply part of the proceeds toward payments under the contract for procurement of IT equipment for CUPS roll-out.
The Public Institution “e-Governance Agency” serves as the implementing agency for the project and now invites sealed bids from eligible bidders for procurement of IT equipment for roll-out of Unified Centers for Public Services Delivery (CUPS). The equipment is to be delivered, installed and tested in 65 CUPS locations around the country.
Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s ‘Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers,’ dated January 2011 and revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines that meet the following minimum qualification criteria.
(a) The bidder shall furnish documentary evidence that it meets the following financial requirements:
- The minimum average annual turnover of the bidder in the amount of an average of 150%of its bid value in the last three (3) years. For a joint venture, this requirement shall be met by each member.
(b) Specific Experience: The Bidder shall demonstrate that it has successfully completed at least two (2) similar contracts (delivery and installation of IT equipment: PCs, printers, etc.) within the last three (3) years prior to bid submission deadline, each with a value of at least 100% equivalent of its bid that have been successfully completed. For a joint venture, this requirement may be met by all members combined.
In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
Interested eligible Bidders may obtain further information from the Public Institution “e-Governance Agency”, Republic of Moldova and request the bidding documents at the address given bellow during office hours 0900 to 1700.
A complete set of bidding documents in English may be obtained by interested eligible bidders upon the submission of a written application to the address below. The document will be sent by e-mail.
Bids must be submitted electronically to the e-mail address indicated below ator before 13:00 local time on February 13, 2023. Late bids will be rejected. Bids will be opened electronically, and the Bidders’ representatives will have the option to join the online opening via Microsoft Teamsat 14:00 local time on February 13, 2023.
All bids must be secured by a Bid-Securing Declaration.
