Job content

I. Background:

The project aims to enhance the capacities of non-governmental organizations (NGOs) operating in Romania (RO) and Moldova (MD) to network and collaborate efficiently in support of refugees from Ukraine (UA). This initiative is facilitated by the organization People in Need (PIN), an international non-profit organization founded in the early 1990s in the Czech Republic. Over the course of its 30-year existence, People in Need has become one of the largest non-profit organizations in Central Europe. In addition to humanitarian aid and human rights advocacy, PIN promotes the strengthening and engagement of civil society.

 

II. Objective of the assignment

  • Ensuring interactive, flexible and individualized processes for the NGOs supported by the PIN in order to communicate and collaborate locally and cross-border between them, both on Romania and Moldova level
  • Developing the additional capacity of the NGOs supported through PIN programs to identify new solutions for the sustainability of the interventions they started, respectively to expand the impact and quality of the implemented services in the benefit of the UA refugees

 

III. Responsibilities and Key Activities:

Facilitator will offer comprehensive guidance, hands-on support, and specialized expertise throughout the duration of the project. This includes designing and conducting interactive workshops, facilitating knowledge sharing among NGOs, and assessing the progress and impact of collaborative efforts. The Facilitator will also play a pivotal role in enhancing communication and collaboration among participating NGOs, ultimately bolstering their capacity to effectively support Ukrainian refugees.

The Facilitator will be responsible for the following tasks:

 

  • Facilitate interactive and participatory workshops and training sessions for NGOs in Romania and Moldova on cross-border cooperation, organizational development, and capacity building.
  • Assist in the development and implementation of tailored strategies to enhance communication and collaboration among NGOs supported by PIN.
  • Provide guidance and support to NGOs in identifying and implementing innovative solutions for the sustainability of their interventions.
  • Conduct assessments to identify areas for improvement in the services provided by NGOs to UA refugees.
  • Foster a culture of knowledge sharing and best practice exchange among participating NGOs.
  • Monitor and evaluate the progress and impact of collaborative efforts between NGOs.
  • Prepare and submit regular progress reports to PIN on the outcomes of the facilitated activities.
  • NOTE: Progress reports and final reports must be provided in English, in a succinct and user-friendly language, electronic copies. The deliverables require the endorsement by the Project Manager.

     

    V. Performance evaluation

    The Trainers' performance will be evaluated against timeliness, responsibility, initiative, creativity, communication, accuracy, and overall quality of the delivered products.

     

    VI. Payment for provided services

    The payments for services provided by the Trainer under the Programme will be made based on deliverables basis, as per contract, after the work has been accepted by the Programme Manager.

    VII. Qualifications and skills required

    Education:

    • A degree in a relevant field such as International Relations, Social Sciences, Humanitarian Studies, or a related discipline.

    Experience:

    • Proven experience in facilitating workshops, training sessions, and capacity-building initiatives for NGOs or similar organizations with a special focus on the civil society and good governance sector.
    • Demonstrated expertise in cross-border cooperation, organizational development, capacity building, and refugee support.
    • Possesses a minimum of five years of robust experience in effectively collaborating with both national and international organizations.

    Competencies:

    Analytical Skills:

    Proficiency in evaluating the organizational capacities of NGOs, including strengths and weaknesses.

    Ability to identify specific areas for improvement and recommend tailored strategies for enhancement.

    Skilled in crafting clear and effective messages for various audiences, including stakeholders and project partners.

    Interpersonal Skills:

    Demonstrated ability to establish and maintain positive, productive relationships with a wide range of stakeholders, including NGOs, government agencies, and community representatives.

    Capacity to build rapport and collaborate effectively in diverse and cross-cultural environments.

    Problem-Solving Abilities:

    Strong aptitude for dissecting complex challenges related to refugee support and humanitarian interventions.

    Skill in devising innovative and practical solutions to enhance the impact of interventions.

    Cross-Cultural Sensitivity:

    Adept at recognizing, respecting, and valuing cultural diversity, particularly in the context of providing support to refugees and displaced populations.

    Ability to navigate cultural differences and promote inclusivity within project activities.

    Adaptability:

    Demonstrated capability to thrive and remain effective in dynamic and rapidly changing environments.

    Flexibility in adjusting strategies and approaches in response to evolving circumstances.

    Report Writing:

    Proficient in preparing comprehensive progress reports and recommendations.

    Ability to convey complex information in a clear, concise, and organized manner.

    Teamwork and Collaboration:

    Proven ability to work harmoniously and collaboratively within a diverse team of stakeholders, including NGOs, PIN staff, and community representatives.

    Skill in fostering a culture of mutual support and knowledge-sharing among project participants.

    Time Management:

    Strong organizational skills with the ability to effectively prioritize tasks and manage multiple responsibilities efficiently.

    Adherence to timelines and deadlines to ensure project milestones are achieved.

    Ethical Conduct:

    Commitment to upholding professional and ethical standards in all interactions and activities related to the project.

    Demonstrated integrity, honesty, and transparency in professional conduct.

    Language Requirements:

    • Fluency in Romanian and English is mandatory

     

    VIII. Application Deadline: Interested parties are invited to apply by 10 October, 2023. Proposals must include:

  • Candidate's CV (highlighting relevant experience).
  • Draft description of the training program, detailing the topics to be covered during the pre-selection interview.
  • Availability for 26 - 27 October, specific days in November and December (based on the 1st workshop set and tailored program to be developed afterwards).
  • Financial offer, cost per day of training.

    IX. Selection Process: PIN will review all received applications and select a facilitator based on the proper qualifications, experience, and proposed day rate for training. Selected candidates may be invited for an interview or may be asked to provide additional information.
