Request for Quotations - MoldRCRA_RFQ_23020 - Technical and logistical support in organizing the Study Tour to the Netherlands to learn best practices in establishing and running the Horticulture Office

USAID Rural Competitiveness and Resilience Activity (RCRA) Project is a USAID program implemented by Chemonics International in Republic of Moldova. The goal of the RCRA is to stimulate a sustainable and inclusive recovery from the regional crisis brought on by the latest Russian invasion of Ukraine and accelerate an inclusive, climate-resilient economic development of rural Moldova by protecting the development gains made with USAID support over the past decade and further stimulate the competitiveness of key economic sectors, including the wine industry, high-value agriculture, and tourism.

As part of project activities, the RCRA requires the purchase of the study tour organization services. The objective of the study tour is to support the efforts of MAFI, local sector associations, and other private sector counterparts to identify the best model for the establishment and financing of the Horticulture Office, which will serve as an anchor institution for horticulture sector governance and growth and give the opportunity to acquire information on existing best models of organization and management of similar institutions/organizations in the Netherlands and on how they interact with the private sector and other relevant stakeholders.

The purpose of this RFQ is to solicit quotations from eligible Vendors for these services. Companies are encouraged to submit their offer as per the attached RfQ.

Offerors are responsible for ensuring that their offers are received by Chemonics in accordance with the instructions, terms, and conditions described in this RFQ. Failure to adhere with instructions described in this RFQ may lead to disqualification of an offer from consideration.

Please reference the RFQ number MoldRCRA_RFQ_23020 in any response to this RFQ. Offers received after the specified time and date will be considered late and will be considered only at the discretion of Chemonics.

Offer Submission Deadline: Offers must be received no later than 18:00 local Chisinau time on October 26, 2023, by email to MDA-RCRA-Procurement@chemonics.md.

Questions: Questions regarding the technical or administrative requirements of this RFQ may be submitted no later than 17:00 local Chisinau time on October 19, 2023, by email to MDA-RCRA-Procurement@chemonics.md. Questions must be submitted in writing; phone calls will not be accepted. Questions and requests for clarification — and the responses thereto — that Chemonics believes may be of interest to other offerors will be circulated to all RFQ recipients who have indicated an interest in bidding.

Only the written answers issued by Chemonics will be considered official and carry weight in the RFQ process and subsequent evaluation. Any verbal information received from employees of Chemonics, or any other entity should not be considered as an official response to any questions regarding this RFQ.
