Call for Expressions of Interest (EoI): Assessment of Governance, Internal Processes, and Control Systems

Soros Foundation-Moldova launches a Call for Expressions of Interest (EoI) to identify and pre-qualify an international consulting firm capable of carrying out the assignment to assess the design and operating effectiveness of the Foundation’s governance arrangements, internal processes, and internal control systems, in line with ISAE / IFAC standards and international good practices.

This call represents Stage 1 of a two-stage procurement process. Only shortlisted applicants will be invited to participate in Stage 2 – Restricted Request for Proposals. Shortlisting will be based on the relevance of experience and team capacity.

Eligible applicants are international consulting firms or companies. The proposed team must consist of international experts and be supported by national experts.

Tentative contract execution timeframe: Q2–Q3 2026.

The assignment aims to assess the design and operational effectiveness of internal processes, governance mechanisms, and internal control systems, and to identify opportunities for improvement aligned with international good practices and donor standards.

Purpose of the Assignment 

The purpose of the assignment is to support the Soros Foundation Moldova in:

• strengthening institutional effectiveness and operational efficiency;
• enhancing transparency, accountability, and compliance;
• improving governance and decision-making processes;
• identifying and mitigating operational, financial, and reputational risks;
• fostering a culture of continuous learning and institutional development.

Please note that this assignment is not intended to serve as a financial or compliance audit. Instead, it will be a structured, systems-based, forward-looking review focused on improvement, learning, and long-term organizational resilience.
