for
Contracting of Real Estate agency to enable the procurement of a suitable multipurpose building premisses for Moldova Red Cross, Balti branch
The Moldova Red Cross (MRC) is recognized as an auxiliar to the public authorities of the Republic of Moldova in the Humanitarian field by Decree no. 234 of the President of Moldova and the 2001 Law “On the National Red Cross Society”. MRC have 21 territorial branches, including in Balti.
Balti is the second larger city of the Republic of Moldova amounting more than 127,000 inhabitants and hosting the third highest number of Ukrainian refugees with temporary protection (https://data.unhcr.org/en/dataviz/248?sv=54&geo=10784) in country.
The Balti branch of the Moldova Red Cross (MRC) has consistently worked to fulfill its humanitarian mission by supporting, following the 7 RCRC principles, vulnerable Moldovan citizens and Ukrainian refugees. The branch is currently actively engaged in social and health-related projects that address pressing community needs. On a daily basis, the activities are carried out by 7 employees and around 250 volunteers, with activities taking place across various external punctual locations and within rented premises.
The MRC Balti branch benefits from excellent cooperation with the Municipal Council of Balti, which has generously offered a centrally located building free of charge. However, the building requires major rehabilitation works estimated at approximately 250,000 CHF, based on an independent construction expert’s report, site inspection, and measurements. This cost cannot be covered by the Municipal Council of Balti and far exceeds the financial capacity of the MRC, making the building unsuitable for use.
To ensure the sustainability and efficiency of its humanitarian services, the Moldova Red Cross is seeking to purchase a multipurpose building premisses in Balti that will ensure
- office space to enable the branch to manage operations effectively and efficiently,
- activity space for current and future humanitarian projects,
- storage space to ensure a buffer stock in case of emergency
- A sustainable hub for staff, volunteers, and beneficiaries, ensuring continuity of services and long-term impact.
The scope of this service includes:
- search and identification of a suitable multipurpose building premisses with a constructed size of approximately 150 - 200 sqm on maximum two floors, garage and paved yard of approximately 100 – 200 sqm (1-2 ar) to allow parking of MRC vehicles and visitors, complying with the requirements listed at the point 4, 5 and 6 bellow
- collection of the following relevant documents for the identified property:
- Certificate from the Cadastre Office – to confirm no disputes or restrictions on the property building approved plans, property ownership documents, right to use the building as an office,
- Property valuation
- Documents whichsoever MRC legal advisor suggests before submitting the bids.
- assistance in signing purchase agreement/ mutation/ transfer of the property to the Moldova Red Cross, property registration as per Moldova real estate administration & management system and carrying out other activities required to identify and transfer the property to Moldova Red Cross.
- identify reasonable fit-out options and their cost implications based on the functional office requirements in case the multipurpose building premisses shortlisted need additional interventions.
- Situated in Balti city within a radius of 3 km from the city centre;
- At reasonable walking distance from regular public transport;
- Accessible to the people with disability/elderly
- In vicinity of existing social-economical infrastructure (e.g., shops, banks, pharmacies, services, etc.)
- In an area where the public lightening is available;
- In an area with excellent mobile network coverage
- In an area with existing reliable city water supply, sewerage, electricity and gas networks
- At reasonable distance from buildings which might perturbate the activities of MRC (Government, police, military premises);
- In a non-flooding area;
- Multipurpose building premises minimum requirements
- Compliance with the fundamental requirements for the buildings (CUC 434/2024)

The real estate agency can submit up to 5 proposals.
The proposals will be submitted in sealed envelopes at SCRM, str Buna Vestire 15/1 clearly marked with the name of the real estate agent and proposal number or at the dedicated email tender@redcross.md, object - proposal number.
The deadline for submitting bids is April 24, 2026.
The proposal will contain
- Real estate agency administrative documents – Extras (Registration Certificate), Certificate of no debts, Code of Conduct, Supplier Registration Form.
- the annex 1,2,3,4,5,6 completed, stamp and signed.
- Real estate agency financial offer for the services provided.
- the property documents mentioned at the point 3 including valuation and map.
The proposals evaluation will start with the real estate agency administrative evaluation, followed by the evaluation of property documents, requirements alignment and financial valuation.
The proposals submitted by a real estate agency who did not pass the administrative evaluation (incomplete/outdated documentation) will not be considered
