  • This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on July 28, 2017.
  •  

  • The Republic of Moldovahas receivedfinancing from the World Bank toward the cost of the Modernization of Government Services Project and intends to apply part of the proceeds toward payments under the contract for procurement of Storage Solution.
  •  

  • The Public Institution “e-Governance Agency”serves as the implementing agency for the project and now invites sealed bids from eligible bidders for the procurement of the Storage Solution. The Storage Solution to be delivered under the contract resulting from this procurement procedure is needed for hosting Services and Platforms administered by EGA and selected sectorial services developed and digitalized under MGSP in the Governmental Technological Platform MCloud, as provided in the Government Decision no. 208 dated April 19, 2023.
  •  

  • Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s ‘Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers,’ dated January 2011 and revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines that meet the following minimum qualification criteria:
  •  

    (a)       Financial Capability: The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three (3) years (2020, 2021 and 2022) prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. The minimum average annual turnover of the bidder in the amount of an average of 150% of its bid value in the last three (3) years.

    For a joint venture, this requirement shall be met by each member.

    The Bidder should provide audited financial statements and balance sheets for the last three (3) complete financial years demonstrating the soundness of the Bidder’s financial position and demonstrating that it has the financial resources necessary to handle the requirements of the proposed Contract.   

    (b)    Specific Experience: The Bidder shall demonstrate that it has successfully completed at least one (1) similar contract (delivery and installation of similar solutions) within the last five (5) years prior to bid submission deadline, with a value of at least 50% equivalent of its bid that has been successfully completed. For a joint venture, this requirement must be met by each member of the joint venture.

    (c)     Manufacturing experience and Technical Capacity: For the items under the Contract that the bidder is a manufacturer, the Bidder shall furnish documentary evidence to demonstrate that:

    (i) it has manufactured goods of similar nature and complexity for at least three (3) years, prior to the bid submission deadline; and

    (ii) its annual production capacity of goods of similar nature and complexity for each of the last three (3) years prior to the bid submission deadline, is at least 200 times the quantities specified under the contract.

    (d)    Manufacturer’s authorization: A Bidder who does not manufacture an item/s where a manufacturer authorization is required in accordance with BDS ITB 17.2 (a), the Bidder shall provide evidence of being duly authorized by a manufacturer (Manufacturer’s Authorization Form, Section IV, Bidding Forms), meeting the criteria in (c) (i) and (ii) above, to supply the Goods.

    (i)        In the case of proprietary commercial software/hardware (i.e., excluding open source or “freeware” software) that the Bidder does not manufacture itself and for which the Bidder has or will establish an Original Equipment Manufacturer (OEM) relationship with the manufacture, the Bidder must provide Manufacture’s Authorizations;

    (ii)       In the case of proprietary commercial software/hardware (i.e., excluding open source or “freeware” software) that the Bidder does not manufacture itself and for which the Bidder does not or will not establish an OEM relationship with the manufacture, the Bidder must document to the Purchaser’s satisfaction that the Bidder is not excluded from sourcing these items from the manufacturer’s distribution channels and offering these items for supply in the Borrower’s Country.

    (iii)      In the case of open source software, the Bidder must identify the software item as open source and provide copies of the relevant open source license(s).

     

    In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

     

  • 5.          Interested eligible Bidders may obtain further information from the Public Institution “e-Governance Agency”, Republic of Moldovaand request the bidding documents at the address given bellow during office hours 0900 to 1700.
  •  

  • A complete set of bidding documents in English may be obtained by interested eligible bidders upon the submission of a written application to the address below. The document will be sent by e-mail.
  •  

  • Bids must be submitted electronically to the e-mail address indicated below ator before 13:00 local time on December 12, 2023. Late bids will be rejected. Bids will be opened electronically, and the Bidders’ representatives will have the option to join the online opening via Microsoft Teamsat 14:15 local time on December 12, 2023. 
  •             All bids must be secured by a Bid-Securing Declaration.
