Data for Impact (D4I), funded by the United States Agency for International Development (USAID), supports countries to generate and use high-quality data as evidence that can improve programs, policies, and—ultimately—health and social sector outcomes. D4I is implemented in several countries around the world, including the Republic of Moldova. D4I Moldova is working to strengthen the capacity of the government and its partners at national and subnational levels to collect, analyze, and use data to generate a positive impact on children in adversity.
With approximately 90,000 of 500,000 Ukrainian refugees staying in the Republic of Moldova, services in social protection, education, health, and others are soon to be overstretched. Therefore, D4I is working with the Moldovan government and international partners to improve data collection and governance to better identify refugee needs and estimate the resources required to fulfil those needs.
In response to this need, D4I plans to establish ‘Refugee Data Review Rooms’ in three locations in the Republic of Moldova, namely, 1) Crisis Cell of the Government, 2) the Ministry of Labour and Social Protection (MOLSP) and 3) the Directorate for Social Assistance and Family Protection of Stefan Voda rayon. The established Refugee Data Review Rooms will allow decision-makers’ access to data across disparate sources in one place so the data can be analyzed in real time for refugee surveillance and response. Data Review Rooms provide for technology-enabled data analytics and visualization platforms that integrate and triangulate data from multiple sources to facilitate stakeholder-led action planning. The rooms support collaborative data review which includes the processes for identifying critical information needs; asking the right questions to better interpret data; developing standard visualizations to facilitate problem identification; analyzing root causes of performance issues; and strengthening multidirectional feedback mechanisms among various levels of the health and social support systems.
The MOLSP utilizes an information system known as UAHelp to support the registration and provision of support to refugees coming to Moldova. Currently, UAHelp collects data on refugees in host communities and aggregates data gathered from Refugee Accommodation Centers (RACs) to create a centralized data and analytics repository. UAHelp is facing some data quality challenges and D4I, through refugee assistance, is seeking to support the MOLSP improve the quality of data through training the system users along with support to improve the visualization of key indicators in UAHelp.
To this end, Palladium is seeking to recruit a Data Analyst/Visualization Consultant to support the analytics and visualization work for the proposed Refugee Data Review Rooms and UAHelp.
Reports to: D4I Chief of Party and Refugee Coordinator
Duration: part-time position, August 2022 – June 2023
Location: Chisinau, Republic of Moldova
Responsibilities
- Work with D4I IT Consultant in ensuring that the analytics and visualizations are available in all three (3) Refugee Data Review Rooms.
- In collaboration with the IT Consultant, draft a guidance document on the operation and use of Data Review Rooms, including practice standards.
- Conduct stakeholder meetings to review and finetune the guidance document.
- Develop Refugee Data Review PowerPoint Template.
- Develop mentorship guidance to outline support for Data Review Room meetings on short, medium, and long term.
- Develop a Data Review Room sustainability plan and finalise based on stakeholders’ feedback.
- Conduct data interpretation and results analysis using appropriate and approved statistical techniques and tools.
- Develop visualization mock-up for UAHelp.
- Draft UAHelp data entry guidance document.
- Develop training curriculum and conduct a training in the form of a webinar to Territorial Social Assistance Structures (TSAS), local authorities and Refugee Accommodation Centers (RACs) that are entering data in UAHelp.
- Interpret complex patterns and trends to ensure that useful information is gleaned from the complex trends and patterns identified and analyzed.
- Participate in weekly D4I meetings and report on progress.
- Draft brief reports on achieved progress.

- Refugee data reviews briefs generated at a frequency established by each Data Review Room.

Required Qualifications:
Candidate Requirements
- Bachelor degree in statistics, mathematics, computer science, IT, actuarial science, or related area is preferred.
- Minimum 3 years’ experience working as a data analyst, data engineer or visualization engineer.
- Minimum 3 years’ experience working in a data management environment from porting, collection, cleaning, analysis to visualization and reporting.
- Minimum 2 years’ experience working with both commercial and open-source visualization tools such as Tableau, PowerBI and alike.
- Minimum 2 years working with both commercial and open-source statistical packages and Relational database management systems for data manipulation i.e., R, stata, sas, SQL etc.
- Experience working with a software development team is an added advantage but not required.
- Knowledge of the various relational database management systems i.e., MySQL, MsSQL, PostgreSQL etc.
- Strong analytical, problem solving, and facilitation skills.
- Ability to work in a multicultural environment
- Fluency in Romanian and English

- Excellent communication skills
- Exceptional skills in using the statistical and visualization tools and packages i.e., PowerBI, Tableau etc
