Assignment Name: Consulting services for the external evaluation of the project
The project “Enhancing climate resilience in the Biosphere Reserve Prutul de Jos (Lower Prut), further known as “the Project”, is financed by the Austrian Development Agency (ADA), with funding from the Austrian Development Cooperation (ADC).
The grant agreement for the implementation of the Project was signed on December 9, 2019, between the Austrian Development Agency and P.A. EcoContact, Republic of Moldova, and a portion of these funds are intended to be applied for eligible payments under the contract for which this Request for Proposals is issued.
P.A. EcoContact now invites proposals to provide the following services: Consulting services for the project's external evaluation. More details on the services are provided in the Request for Proposals.
The consultant will provide support in evaluating the overall project progress against the outcome, outputs, and achievement indicators mandated by the donor ADA and stipulated in the project document / logical framework matrix. This evaluation shall focus primarily on supplying credible and reliable results for evidence-based decision-making funded by the strategic and operational levels and support identifying why particular development interventions have worked, thus addressing a two-fold evaluation purpose (steering and learning functions) as per ADA Evaluation Guidelines.
Qualification requirements:
General- Bidders must not have been involved in the design or implementation of the project being evaluated.
- Bidder should be a legally registered company.
- At least 3 years of experience in evaluating projects and proven experience in qualitative data collection and analysis.
- Experience in evaluating projects implemented in the Republic of Moldova would be an advantage.
Team Leader
- University degree or equivalent background in environment, biology, chemistry, economy or other relevant disciplines, with specialized training in evaluation and project management.
- Relevant professional experience in designing and managing evaluation processes, project planning, monitoring, and management.
- At least 3 years of experience as team leader in evaluating projects and proven experience in qualitative data collection and analysis (esp. planning and conducting semi-structured interviews and focus group discussions.
- Experience in evaluating at least 2 development projects in the Republic of Moldova.
- Fluency in Romanian and English.
Non-key experts should be proposed by the Bidder, considering the need for additional support and expertise required to perform the given assignment.

The consultancy is expected to be undertaken within a period of 2.5 months (March -May 23, with a level of effort of 50 person-days).
Proposals must be submitted to the e-mails indicated above no later than the following date and time: March 20, 2017, 11:00 (Chisinau time).
