Re-advertised:UNICEF Moldova invites interested national companies to submit their proposals for Provision of Institutional Consultancy to support the Gap analysis in the newly established regional territorial social assistance agencies (TSAA) - created by the Ministry of Labor and Social Protection.
Purpose of the consultancy
MoLSP will develop a replicable methodology for the nine gap analyses to identify population needs in social services which will be provided by the newly established regional territorial social assistance agencies (TSAA). The purpose of this institutional consultancy is to support the application of methodology through coordinating the work of a team of experts, complex and detailed data collection processes, deep analysis and development of specific recommendations. The consultancy also aims to support some of the targets pursued by the reform, including the harmonization of the functioning and development of social services, the concretization of the definition and purpose of the essential social services guaranteed by the State, and the improvement of social assistance financing mechanisms.
Objectives of the consultancy
The contractor will (a) apply one methodology replicable for the nine gap analyses to identify population needs in social services which will be provided by the newly established regional territorial social assistance agencies (TSAA) and, if needed, adjust the methodology jointly with MLSP and UNICEF (b) coordinate the work of data collection in each nine territorial area covered by newly established TSAA (c) carry out analysis (gaps, implementation issues etc) of findings, draft conclusions and provide recommendations.
The Gap Analyses findings will serve as evidence that will contribute to social services design to increase access to them, improve the quality and cost efficiency of social services, and strengthen capacity to deliver in each newly established TSAA. These analyses will inform the investment plan to increase the quality of social assistance delivered to vulnerable groups.
The replicable methodology to nine reorganized areas addresses and/or includes:
Through this process, the analysis will assess the coverage of current service services and delivery, by analyzing the extent to which the current service delivery models address the needs of the population and identify gaps in service provision and areas where the current models can be enhanced to better meet the needs of the population.
Finally, the consultancy is expected to provide recommendations for strengthening governance and administration of new nine TSAA and increase coverage. Based on the analysis findings, the consultancy will propose concrete recommendations for enhancing coordination and collaboration among stakeholders to enhance service effectiveness.
Qualifications and experience
Institution/Company:
- Research/ consultancy company specializing in public policy analysis, research, data collection, social protection and social services with a strong human and/or child rights focus;
- Minimum of 5 years of demonstrated experience in conducting legal, economic and social research and analysis, and/or consulting;
- Previous research/ consultancy in relevant child rights/ socio-economic research areas;
- Demonstrated experience in Moldova/ or in the Eastern European region is a strong asset;
- Previous work with UN agencies, other international organizations, is an asset.
- For UNICEF supported Research, studies and evaluations the experts shall complete the UNICEF Introduction to Ethics in Evidence Generation (Basic) course, available on UNICEF Agora web-page. Completion certificates will be provided before contract commencement.
Local survey/consultancy institution:
- Survey/ consultancy company specializing in socio-economic and legal researches, qualitative research and sociology with social policy focus;
- Minimum of 5 years of demonstrated experience in conducting interviews, focus group discussions, surveys and analysis, and/or consulting;
- Demonstrated experience in Moldova;
- Previous work with UN agencies, other international organizations, is an asset.
- For UNICEF supported Research, studies and evaluations the experts shall complete the UNICEF Introduction to Ethics in Evidence Generation (Basic) course, available on UNICEF Agora web-page. Completion certificates will be provided before contract commencement.

Local consultants
- Advanced University Degree in social sciences, public policy, law, economics, sociology, journalism or related field;
- A minimum of 4 years of demonstrated experience;
- Experience with collecting data, organizing interviews, surveys;
- Experience in working with the local authorities and/or Government of Moldova or other UN Agencies will be an asset;
- Familiarity with the social policy issues, including social care system(s) in Moldova is a asset;
- Demonstrated capacity in qualitative analysis, interview, focus group discussions and surveys, and formulating conclusions and summaries;
- Excellent command of Romanian, both oral and written;
- Working knowledge of English is a minimum, good command of English is a strong asset, both oral and written.
Content of technical proposal
The Technical Proposal should include but not limited to the following:
- Brief description of the methodology and technical approach (2 pages);
- Tentative work plan with timeframe and deadlines for deliverables (1 page);
- Project dependencies, risks and assumptions, as well as proposed relevant mitigation measures
- Roles and responsibilities of the institutions/ and consultants, if any;
- Work implementation plan showing the detailed sequence and timeline for each activity and days necessary for each proposed team member
- Quality assurance mechanism and risk mitigation measures put in place

- Bid Submission Deadline: 7 August 2023 11:00 (EEST time), any Bids received after the Submission Deadline will be invalidated.
