announces a competition for the selection of a company to provide ICT servicesWithin the project “Network for Sturgeon Conservation and for the Sustainability of the Black Sea Basin Ecosystem” BSB00172, co-financed by the European Union through the Interreg NEXT Black Sea Basin Program.
The selected company will provide ICT-related services in accordance with the Terms of Reference.
Eligibility criteria:
- Legally registered company;- At least 3 years of experience in ICT services;- Experience in international projects is an advantage;- Ability to provide services in English.

1. BackgroundThe Cahul Ecological Consulting Center is launching a competition to select a legally registered company to provide ICT services within the project "Network for Sturgeon Conservation and Sustainability of the Black Sea Basin Ecosystem" (SturNet), co-financed by the European Union under the Interreg NEXT Black Sea Basin Programme.
2. Project overviewThe SturNet project aims to protect sturgeon populations and support the conservation of the Black Sea Basin ecosystem. By encouraging collaborative research, data collection and model development, the project will provide stakeholders with a digital toolkit that provides interactive and open access to data on sturgeon habitats.
3. Overall objectiveThe project aims to develop and pilot a digital platform that provides real-time information on sturgeon breeding areas and activity periods to environmental, regulatory and commercial stakeholders, thus supporting sustainable ecosystem management.
4. Duration of ServicesThe contracted services will cover a period of 22 months, starting in May 2025.
5. Scope of work / TasksThe selected company will be responsible for providing ICT services to support the following project activities:
- Develop an innovative interactive tool that provides real-time data on sturgeon aggregation for stakeholders, in order to avoid disruptive activities.- A monitoring solution for agencies and bodies responsible for supporting and recovering aquatic fauna including sturgeon populations.- Implement water quality monitoring at project sites and conduct environmental performance assessments.- Propose non-invasive methodologies for assessing the conservation status of sturgeons, with potential application to other species.- Upgrade and/or procure infrastructure and equipment for water quality monitoring and analysis.- Develop common methodological standards for monitoring sturgeon population dynamics and assessing the impact of fisheries.- Provide calibration and troubleshooting protocols for harmonized data equipment and methodologies for use in partner countries (beta version).- Supporting awareness activities on sturgeon protection in local communities.- Facilitating cooperation and partnerships between project countries and stakeholders.

7. Deliverables / Expected ResultsThe contracted company will provide services in accordance with the requirements of this document and in accordance with the service contract signed with ECC Cahul.
8. Content of the offer
The offer must include:
- Company profile and relevant portfolio;- Description of previous relevant projects;- Financial offer (in EUR) representing the total cost for 22 months of service, starting with May 2025.
All information submitted will be treated confidentially and used exclusively for the purpose of the current selection.
9. Evaluation criteriaThe selection will be made based on the lowest price, provided that the offer meets all the technical and professional requirements described above.
Please note: the price submitted is final and non-adjustable after the submission deadline.
10. Payment termsPayment will be made by bank transfer in MDL, in accordance with the signed service contract.
