The German Development Cooperation through GIZ is looking for a company or a consortium of companies able to provide training, theoretical and practical, for the VET institutions foreman-instructors, within its “Strong Businesses and Communities for Moldova” project.

The objective of this assignment is to organise the logistics and provide training, for the VET institutions foreman-instructors in the professional-technical area: theoretical training and internship in companies.
To achieve the objective, the expert shall perform the following tasks:
- Make an analysis of the training needs of the foreman instructors from the VET institutions that offer dual programs, and based on the findings, develop a training program that will include a theoretical part with at least 30 hours of classroom training and an internship part, of at least 20 hours practical training within the companies in the field. Depending on the previously approved 6 qualification areas, develop the training content/curriculum and identify VET institutions and the potential host companies.
- Organise the logistics for the entire training, including the following:
- Obtain the approvals for up to 120 participants that will attend the internship.
- Split the participants in groups of up to 20 persons per group according to their profile and spoken language (Romanian and Russian).
- Provide accommodation, transport to/from the company and training facility and meals for the participants during the direct training, both in classroom and at the companies.
- Identify high value and technologically upscaled companies in the selected fields or areas and ensure the practical training at the companies. Negotiate with the host-company the allocation of a dedicated in-company trainer able to fulfil the learning path.
- Adapt the learning calendar according to the needs and working schedule of beneficiaries and host companies.
- Realise the evaluation of the learning outcomes and present the results to the Ministry of Education and Research.
- Provide final recommendations, based on the results and lessons learned under the assignment, for the relevant authorities.
Offers must be prepared in English or Romanian.
Proposals must be submitted in two parts, consisting of:
- Part 1: Technical offer according TOR and Supporting docs (in a sealed envelope)
- Part 2: Financial offer (price schedule) detailed budget expressed in Moldovan Lei, VAT 0 in a separate envelope.
Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
