Project Overview and Role
Data for Impact (D4I), funded by the United States Agency for International Development (USAID), supports countries to generate and use high-quality data as evidence that can improve programs, policies, and—ultimately—health and social sector outcomes. D4I is implemented in several countries around the world, including the Republic of Moldova. D4I Moldova is working to strengthen the capacity of the government and its partners at national and subnational levels to collect, analyze, and use data to generate a positive impact on children in adversity.
With approximately 90,000 of 500,000 Ukrainian refugees staying in Moldova, services in social protection, education, health, and others are soon to be overstretched. Therefore, D4I is working with the Moldovan government and international partners to improve data collection and governance to better identify refugee needs and estimate the resources required to fulfil those needs.
As part of its work supporting the refugee response in Moldova, D4I is preparing several activities to assist the refugee response in Moldova. One of them is to establish Refugee Data Review Rooms to inform better decision making at local and central level. The ‘Refugee Data Review Rooms’ are planned in three locations: 1) Refugee Crisis Cell of the Government, 2) the Ministry of Labour and Social Protection and 3) the Directorate for Social Assistance and Family Protection of Stefan Voda rayon.
Refugee Data Review Rooms will allow decision makers’ access to data across disparate sources in one place so the data can be analyzed in real time for refugee monitoring and response. Data Review Rooms provide for technology-enabled data analytics and visualization platforms that integrate and triangulate data from multiple sources to facilitate stakeholder-led action planning. The rooms support collaborative data review which includes the processes for identifying critical information needs; asking the right questions to better interpret data; developing standard visualizations to facilitate problem identification; analyzing root causes of performance issues; and strengthening multidirectional feedback mechanisms among various levels of the health and social support systems.
D4I will establish these rooms, providing equipment and developing a guidance document, including practice standards for use of the rooms for data review and decision making. The situation rooms will be designed, from start, as a multi-purpose data review room with standardized procedures, with sustainability as a core concern during the room establishment. A sustainability plan will be developed to ensure an efficient use of the rooms beyond the refugee crisis. The sustainability plan will include an approach for ensuring that the room infrastructure is properly maintained as well as frequently asked questions to guide staff to independently maintain the room. During the implementation of the activity, D4I will provide on-going advice to ICT staff at the two government locations and Stefan Voda rayon on infrastructure troubleshooting, and system administration to strengthen their capacities.
To support the implementation of the Refugee Data Review Rooms, Palladium is seeking at IT Consultant that will help in setting up the hardware and software for the rooms.

Duration: December 31, 2022
Location: Republic of Moldova
Responsibilities
- Consult with the Refugee Coordinator and Government stakeholders on the location for the setting up of the Data Review Rooms;
- Help the D4I PMU to inspect the rooms at the indicated locations to draft technical specifications for equipment and other supplies to the Data Review Roomsand support the procurement;
- Instal and configure the computer hardware, software, systems and network components;
- Monitor and maintain computer systems and networks;
- Respond in a timely manner to service issues and provide technical support across the three data review rooms (this may be in person or remotely);
- Repaire and replace equipment as necessary, following approval of D4I;
- Document processes and train local staff for the efficient use and maintenance of Data Review Rooms` hardware and software.
Deliverables
- Technical specifications for equipment and other supplies for the Data Review Rooms
- Guide detailing the processes and requirements for the use and maintenance of Data Review Rooms’ hardware and software to ensure proper and sustainable functioning
- Training curriculum to train the local staff in using and maintaining the Data Review Rooms
Notes: Deadlines for deliverables will be agreed with the D4I Chief of Party and Refugee Coordinator
Required Qualifications:
REQUIREMENTS
- A bachelor's degree in computer science, information technology, or similar;
- 3-5 years of experience as an IT support specialist;
- Exceptional ability to provide technical support and address queries;
- In-depth knowledge of computer hardware, software, and networks;
- Ability to determine IT needs and train end-users;
- Proficiency in IT helpdesk software;
- Experience in documenting processes and monitoring performance metrics;
- Advanced knowledge of database maintenance and system security;
- Experience in interacting with host country government agencies and development partners;
- IT support and help desk certifications are highly appreciated;
- Fluency in English and Romanian;
SKILLS AND COMPETENCIES
- Strong interpersonal skills and ability to build relationships with clients and partners in a multicultural environment;
- Excellent listening and questioning skills, combined with the ability to interact confidently with clients to establish what the problem is and explain the solution;
- Advanced problem-solving skills for hardware, software and computer network issues;
- Ability to prioritise your workload and deliver effectively within established deadlines.
