The Republic of Moldova has received financing from the World Bank toward the cost of the Modernization of Government Services Project and intends to apply part of the proceeds for consulting services.
The e-GovernanceAgency seeks to recruit two individual consultants to provide support to eGA in managing activities related to concluding CUPS piloting and rolling them out at national level.
The e-Governance Agency now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions) and meet the following minimum qualification requirements:
Mandatory requirements
Demonstrated experience of working with central and local public administrations(3 years);
Demonstrated experience in multi contract management;
Excellent communication skills, written and spoken, in Romanian and Russian;
Excellent time-, team-, meeting- and conflict- management skills;
Strong self-organization and planning skills;
Autonomy and ability to work with minimum supervision.
Preferred requirements
Experience in project management in public or private sectors would be a strong advantage;
Experience in service provision, especially with regards to service quality management (public or private);
Experience in supervision of contracts for training activities, procurement of goods and works would be a strong asset;
Knowledge of e-Government agenda;
Knowledge of the English language.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
The Consultants will be selected in accordance with the Individual Consultant (IC) method set out in the Consultant Guidelines.

Time Frame: This is a full-time assignment expected to commence in May 2022 with a three-month trial period and will end in June 2023.
