The Republic of Moldova has received financing from the World Bank toward the cost of the Modernization of Government Services Project and intends to apply part of the proceeds for consulting services.

 

The objective of the assignment is to develop Public Services Standards and the Methodology for Monitoring and Evaluation of Public Services Delivery and Quality.

 

The e-Governance Agency now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions) and meet the following qualification requirements:

 

Mandatory qualifications:

-       University degree in public administration, law, project management or any other areas connected to the assignment.

-       At least 5 years of experience in working for a central public administration entity (either as an employee or as a consultant) in the Republic of Moldova.

-       Proven experience with Public Administration Reform with a focus on improving quality of public services, modernization of government services and e-Transformation agenda.

-       Proven experience in developing public sector methodologies, draft normative acts, etc. At least 1 methodology developed in the past 3 years.

-       Ability to work effectively with civil servants and public sector representatives, to advise and interact with all levels of management and staff.

-       Knowledge of Romanian.

Preferred qualifications:

-       Familiarity with innovative public services re-engineering approaches (e.g. human-centered service design, behavioral sciences etc.).

-       Familiarity with Moldovan e-governance infrastructures and services.

-       Knowledge of English and Russian would be an advantage.

-       Prior experience with World Bank, IMF, UN, EU and other donor-financed projects.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

 

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Consultant Guidelines.

Time Frame: The Consultant is expected to complete the assignment in the period June – December 2024.
