Tender no. 7000004919 for contracting consultancy services for strengthening institutional coordination and stakeholder engagement in the EU accession process in Moldova with international expert support

The German Development Cooperation through GIZ is seeking a local service provider specialized in delivering consultancy services for strengthening institutional coordination and stakeholder engagement in the EU accession process, within the project „Facilitating the EU Accession process through Coordination and Engagement in Moldova” (FACE). The services within the assignment will be provided in the period between April 2026 – February 2027.

The selected service provider will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The company/consortium and the proposed team should meet the following criteria and qualifications:

The company/consortium will provide proof of track record for the eligibility criteria according to the ToR and Eligibility Assessment grid on:

  • Average annual turnover for the last three financial years,
  • Average number of employees and managers for the past three calendar years,
  • At least one project implemented in the last three years in the areas of EU integration and accession governance, institutional and administrative capacity development, policy coordination, and participatory reform processes,
  • At least two projects implemented in the last three years in Eastern Europe.

Team leader:

  • University degree (German ‘Diplom’/Master) in one of the following fields: Law, Political Sciences, Governance, Public Relations, or similar;
  • C2-level language proficiency in English and Romanian;
  • 5 years of professional experience in the public administration sector or advising the public sector;
  • 4 years of professional experience in one of the following fields: administrative procedures, contract/project management, reporting and financial administration in the Republic of Moldova;
  • 4 years of management/leadership experience in projects or companies or other organisations with leadership responsibility for 4 or more people;
  • 5 years of experience in the Republic of Moldova;
  • 4 years of experience in development cooperation (DC) projects.

Short-term expert pool 1 with minimum 5 and maximum 10 experts with international expertise:

2 CVs for experts with international expertise must be added to the tender for this pool. The tenderer’s ability to provide the pool of senior experts required here will be assessed based on these 2 sample CVs.

  • Each expert with university qualification (German ‘Diplom’/Master) in one the following fields: Law, Political Sciences, Social Sciences, Governance, Public Administration, EU Integration or similar;
  • Each expert with C2-level language proficiency in English;
  • Each expert with 6 years of professional experience in public sector or advising the public sector;
  • Each expert with 6 years of professional experience in EU accession processes, public administration reform or governance coordination processes;
  • Each expert with 2 years of professional experience in at least one of the EU Member States or one of the following countries: Romania, Bulgaria, North Macedonia, Montenegro, Croatia, Serbia, Albania, or the Eastern Partnership countries within the last 5 years;
  • Each expert with 4 years of experience in DC.

The successful application shall include:

1. Technical Proposal, containing (in a separate envelope):
  • Short description of the Company/Consortium profile including the information requested under the criteria and qualifications for the company (up to 3 pages);
  • Brief outline of team composition and CVs of proposed experts according to described requirements, that will be involved in the project;
  • Technical-methodological concept (Chapter 3 of the ToR) respecting the format provided in the Chapter 7 of the ToR (up to 7 pages);
  • Copy of the company registration certificate in the Republic of Moldova. For the Consortiums, the company registration certificate in the Republic of Moldova will be presented for the Lead partner;
  • No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.

2. Financial Proposal, containing (in a separate envelope):

  • Financial offer in the form of completed price schedule in MDL, VAT 0%.

All personal data is for the internal use of GIZ; confidentiality is guaranteed. 

The bid’s evaluation will be performed based on the ratio 70% for the technical offer  and 30% for the financial offer/price schedule.

Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 7000004919, not later than April 14, 2026, 15:00 Chișinău local time.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
